ผู้นำชุมชนและนักจัดระบบชุมชนคนจนเมืองแห่งเอเชีย (LOCOA) ซึ่งประกอบด้วยผู้นำองค์กรชุมชนในเอเชียรวมตัว เปิดแถลงข่าวผ่านระบบออนไลน์ เรียกร้องนานาชาติคว่ำบาตรกองทัพเมียนมา ชี้ประชาคมอาเซียนควรหนุนรัฐบาลเอกภาพแห่งชาติ ในฐานะเป็นรัฐบาลของประชาชนเมียนมา หนุนยูเอ็นส่งความช่วยเหลือด้านมนุษยธรรมในประเทศเมียนมาโดยทันที เผยวันที่ 24 เม.ย.เครือข่ายคนจนเมืองเตรียมแสดงออกระหว่างการประชุมสุดยอดผู้อาเซียนนัดพิเศษ ณ กรุงจาการ์ตา อินโดนีเซีย
หน่อซูซานนา หละหละโซ (Naw Susanna Hla Hla Soe) รัฐมนตรีกระทรวงสตรี เยาวชน รัฐบาลเอกภาพแห่งชาติ (พลัดถิ่น) กล่าวว่า นี่เป็นช่วงเวลาสำคัญในการรวมพลังกันเพื่อประชาธิปไตยในเมียนมา และในภูมิภาคเอเชียตะวันออกเฉียงใต้ รัฐบาลเอกภาพแห่งชาติเชื่อมร้อยความหลากหลายทางชาติพันธ์ุ ความเชื่อ ศาสนา และประชากรหลายช่วงวัยในพม่า
พวกเราขอเรียกร้องให้ประชาคมอาเซียนให้การสนับสนุนรัฐบาลเอกภาพแห่งชาติ

ไซ ซัม เกียม ตัวแทนผู้นำภาคประชาสังคม LOCOA กล่าวว่า การเจรจาระหว่างผู้นำอาเซียนกับตัวรัฐบาลทหารพม่าหรือสภาการบริหารแห่งรัฐ จะไม่ประสบความสำเร็จ ในการฟื้นฟูประชาธิปไตยในเมียนมา เพราะกองทัพเมียนมาไม่มีเจตจำนงที่จะคลี่คลายปัญหาดังกล่าว และยังเกี่ยวพันกับผลประโยชน์ของกลุ่มธุรกิจของกองทัพที่กระจายไปทั่วประเทศ
“ประชาชนเมียนมาได้แสดงเจตจำนงที่จะเกี่ยวพันกับ ‘ตั๊ดมะด่อ’ กองทัพเมียนมา และรัฐบาลทหารพม่า คณะรัฐประหาร ผู้แทนประชาคมอาเซียนควรเคารพเจตจำนงนี้” ตัวแทนผู้นำภาคประชาสังคม LOCOA กล่าวย้ำ
ด้านพลเมืองชาวเมียนมารายหนึ่ง กล่าวว่า สถานการณ์ในประเทศมีความตึงเครียดเพิ่มมากขึ้น แม้ว่าการออกไปชุมนุมโดยสันติตามท้องถนนหรือสถานที่สาธารณะอาจจะมีความเสี่ยงต่อการถูกกจับกุม ถูกข่มขู่ หรือประทุษร้ายต่อทรัพย์สินหรือชีวิต แต่ก็เป็นพื้นที่การแสดงออกไม่กี่อย่างที่ประชาชนคนสามัญจะทำได้ และพวกเราที่ยังยืนยันที่จะแสดงออกและเลือกวิธีการอารยะขัดขืนแบบนี้ อย่างไรก็ตามประชาคมอาเซียนกำลังจะมีการพูดคุยกับตัวแทนจากคณะรัฐประหาร แม้จะไม่มีผลเปลี่ยนแปลง แต่ตนอยากเรียกร้องให้พลเมืองในประเทศต่าง ๆ สื่อสารกับรัฐบาลของตนว่าอยากเพิกเฉยต่อชะตากรรมของคนเมียนมา
ในช่วงท้ายของการแถลงข่าว ผู้นำชุมชนและนักจัดระบบชุมชนคนจนเมืองแห่งเอเชีย (LOCOA) จากประเทศเกาหลีใต้เป็นตัวแทนอ่านแถลงการณ์ ซึ่งมีเนื้อหามีข้อเรียกร้องต่อประชาคมอาเซียน โดยเฉพาะในห้วงเวลาที่จะมีการเปิดประชุมสุดยอดผู้นำอาเซียน มีสาระสำคัญ ดังนี้
- ยกเลิกการส่งเทียบเชิญสภาการบริหารแห่งรัฐในการประชุมสุดยอดผู้นำอาเซียน (อาเซียนซัมมิท) และไม่ยอมรับต่อความพยายามอย่างยิ่งยวดที่จะสร้างความชอบธรรมให้ตัวเองของคณะรัฐประหาร
- ให้การยอมรับรัฐบาลเอกภาพแห่งชาติ ซึ่งผ่านการเลือกตั้งทั่วไปจากประชาชนเมียนมาในปี2020 ตามหลักการประชาธิปไตยของรัฐบาลพลเรือน
- ประนามสภาการบริหารแห่งรัฐต่อการใช้ความรุนแรงปราบปรามผู้ชุมนุมประท้วงโดยสันติ ตลอดจนการเข่นฆ่า การจับกุม การทรมาน การปล้นชิงที่ดูเหมือนจะไม่ต้องรับโทษทั้งหมด
- เรียกร้องให้สภาการบริหารแห่งรัฐยุติความรุนแรงในการปราบปรามโดยทันที และนำอาชญากรเข้าสู้กระบวนการยุติธรรม
- เรียกร้องให้ปล่อยตัวผู้ถูกจับกุมคุมขังนับตั้งแต่มีการทำรัฐประหาร
- ขอให้องค์การสหประชาชาติจัดส่งและติดตามการสนับสนุนการช่วยเหลือทางมนุษยธรรมโดยทันที
- ตัดความสัมพันธ์และถอนการลงทุนกับธุรกิจต่าง ๆ ที่เกี่ยวกันกองทัพและสมาชิกในครอบครัว
- ร่วมกับนานาชาติในการคว่ำบาตรและไม่ซื้อขายอาวุธกับสภาการบริหารแห่งรัฐ สมาชิกของสภาการบริหารแห่งรัฐ สมาชิกในครอบครัวและธุรกิจที่เกี่ยวพันกับกองทัพ ผู้นำเหล่าทัพ

Statement of Leaders and Organizers of Community Organization in Asia (LOCOA) to Support of Myanmar Spring Revolution and to Recognize National Unity Government (NUG)
Background
LOCOA is a regional network consisting of community organizers and community leaders from urban poor communities around Asia. LOCOA was founded in 1993 and our objective is to claim and obtain the fundamental human rights of the urban poor. LOCOA members and affiliates are India, Indonesia, the Philippines, South Korea, Thailand, Bangladesh, Burma/Myanmar and Cambodia.
After the military coup d’état in Myanmar took place on 1st February 2021, over 4,000 peaceful protestors were arrested, and over 3,000 are still under detention. Among the 738 people brutally shot and killed by the Myanmar military, some victims are as young as 5 years old. The Nway Oo Revolution (Spring Revolution), as it is called in Myanmar, with its creative street protests and civil disobedience movement (CDM), is still strongly resisting the brutal crack downs and terror campaign of the junta. Military junta use rubber bullets, tear gas, live rounds of combat weapons, and grenade guns to attack and killed the peaceful protestors. They use fighter jets to bomb civilians in the ethnic areas resulting in casualties, loss of assets and homes. Over 80,000 people in Karen, Kachin and Shan states are being displaced as a result. About 1 million Rohingya people are taking refuge in Bangladesh after the Myanmar military committed violent expulsion in 2017, as part of a genocide campaign against them. They are still waiting to return to Myanmar.
Members of our network in Myanmar, most of whom are urban poor, factory workers and wage labours, have been strongly leading and participating in the peaceful pro-democracy movements. Two of the members had given their lives, the ultimate sacrifice made by working people in the struggle for freedom and democracy in Myanmar. Many others protestors were attacked and killed during violent crackdown in a township where majority of the population are factory workers and wage labours. Since the violent crackdown continues, many migrant workers have to return to their villages. Meanwhile, many are still persisting and still trying to support each other, enduring the violent crackdown, COVID-19, food insecurity and economic hardship.
On the political front of the revolution, the committee representing the parliament (CRPH) has formed a National Unity Government (NUG), including a wide range of key political actors in Myanmar, such as elected member of parliaments, ethnic political parties, ethnic armed organizations, civil society organization and general strike committee body. This is the one and only government Myanmar people unanimously acknowledged as their legal government.
The UN, member states and international community encouraged the ASEAN to intervene for a peaceful negotiation. We have learned that ASEAN Emergency Summit will be held in Jakarta, Indonesia on April 24, 2021. However, instead of inviting the NUG, the legal government of Myanmar, ASEAN invited. The invitation is unnecessary and immoral. It is seen as an open support to illegal stealing of a state’s power by brute force. It only tarnishes the reputation of the ASEAN.
Our Demands
As a partner and a network whose ethos is to uphold human rights and democracy, LOCOA strongly condemn the ASEAN and the member states for inviting the illegal and murderous military junta to the ASEAN Summit.
LOCOA and its members urgently demands ASEAN and the member states to;
- Immediately cancel the invitation sent to the State Administration Council (SAC), to attend the ASEAN summit, and by that, absolutely refuse the international recognition and legitimacy the terrorist military junta desperately seeks.
- Recognize the National Unity Government of Myanmar as the one and only democratically elected civilian government representing the Myanmar people, and thus acknowledging the will of the Myanmar people clearly expressed at the 2020 General Election.
- Condemn the SAC junta for the violent crackdown against the peaceful protests, and for committing extrajudicial killing, detention, torture and looting with total impunity.
- Demand the SAC junta to immediately stop violent crackdown and atrocity crimes against the peaceful protestors and innocent civilians.
- Demand immediate release of those detained aftermath of the coup.
- Request the UN to dispatch an enhanced monitoring and humanitarian support mission to Myanmar immediately.
- Cut ties with, and divest the investment from the military owned businesses, and their associates.
- Cooperate with the international sanctions and armed embargo imposed on the SAC, members of the SAC, their immediate family members, business owned by them, and the business owned by the military generals and the military.
